Public Safety & Justice

The Challenge in Court and Criminal Justice Services, and Public Sector

Professionals at public safety and justice agencies save lives and property every day. They put their own lives on the line to protect us. At the same time, citizens expect those agencies to reduce crime; provide rapid emergency response; deliver fair, open and timely justice; and ensure their safety from convicted criminals.

Safe citizens. Fair trials. Reasonable punishment. These are the foundations of a civilized society. Citizens expect it of their government.

Governments need a public safety and justice system that works right. Local emergency response, provincial court services, or national offender management systems around the world have the same issues:

  • Rising crime rates and recidivism
  • Need to respond rapidly to emergencies
  • Terrorism and its prevention
  • Swift capture, prosecution and incarceration of criminals
  • Ensuring fair, open and consistent administration of justice
  • Protection of citizens' rights

And while governments cannot always control the human element, they can work to make the system effective and efficient. Technology can play a key role in improving public safety and justice for citizens.

The Answer

Governments need public safety and justice solutions that focus on the improvement of mission performance. Today’s information technology-based solutions provide that by supplying better information for better decision making. Public safety and justice officials get quicker access to information for faster and better decisions. IT provides greater transparency for agencies and citizens throughout the entire justice lifecycle, as well as improved administrative efficiencies. Leading public safety and justice agencies are focusing on how information can completely restructure their approaches, thereby improving mission performance.

Whether it is sharing information and results across levels of government as appropriate, meeting mission responsibilities or reducing costs, we can help meet the greatest challenges facing justice agencies today.

  • Courts Department, Gulf States – When the Courts Department of a Middle East state wanted to simplify cumbersome, paper processes and expedite case progression, it called on EDS through its operating arm in the region, Injazat Data Systems. EDS developed, evaluated and prioritized 52 key initiatives, while designing a transformation program that embraced both process and technological change, as well as change readiness. EDS' end-to-end transformation program gives shape to the Courts Department's bold vision. With its roadmap in hand, the court system has begun working with the government to simplify processes, expedite case progression, enhance court accessibility and raise public awareness of the country's legal system.

  • Her Majesty's Prison Service – To enable information sharing across the national prison system of England and Wales, EDS supplied Her Majesty's Prison Service (HMPS) with a centralised, streamlined IT infrastructure. Now, employees across all 138 prisons (including 11 operated by private-sector partners) can obtain a complete and current view of prisoner records. In addition, we optimised the IT environment with upgraded hardware, software and workstation equipment. We also implemented a first-of-its-kind Offender Assessment System (OASys) that allows both the National Probation Service (NPS) and HMPS to work together to assess and address offender needs in order to reduce the risk of repeat offenses. OASys is available to more than 3,000 active users and 27,000 general users.

  • Her Majesty's Court Services – When struggling with inefficient paper-based processes that cost precious time and money, Her Majesty's Courts Service envisioned a modern solution that integrated communications and improved collaboration. In response, the UK Department for Constitutional Affairs and EDS developed a scheduling and resulting system as the backbone of the modernization efforts. The results? Where it once took 25 days to update interested parties in courts proceeding, it now takes just minutes. Plus, the organization expects to save perhaps 80,000 police days via the more efficient solution.
