The Challenge of Preventing, Detecting, and Responding To Homeland Security Concerns

Terrorist monitoring. Crime control. Emergency response. Border security.

We trust our local, state and federal governments to keep us safe. We expect them to protect us and the world around us when crisis or disaster strikes.

Governments take that charge seriously. Their top priorities are preventing, detecting, and responding to public safety and homeland security events. And one of the best defenses against these 21st century threats is a strong technology approach:

  • Secure, effective access to mission-critical information, available when and where it is needed
  • Enhanced data-sharing and analysis capabilities for prevention and detection of threats
  • Protection at borders, transportation ports, and airports, using advanced tracking technology, biometrics, and strong security solutions
  • Access to past experiences, best practices, and lessons learned from homeland security solutions developed globally
  • Access to business continuity and disaster recovery services, globally

The Results

The U.S. Department of Defense (DoD) wanted to provide critical information assurance functions for its logical (computer) and physical assets, improve business processes and enhance quality of life for its 4 million employees worldwide via chip-based smart cards. The EDS team first integrated one of the world's largest databases. EDS then upgraded the DoD's existing card-issuance system so that it could produce smart cards and linked it to a smart card and digital identity issuance system. The card consolidates a person's multiple credentials onto a single card and lets users access restricted buildings and networks and encrypt and decrypt e-mail. Thanks to improved business processes made possible by the card, the Army's 25th Infantry Division estimates that it saves 30,000 man-hours per year.

A prominent Federal Law Enforcement Agency protects the public against crime, violence and other threats. The agency's personnel are dispersed geographically, allowing them to cover working hours that stretch well beyond the standard business hours of a private enterprise. With an increasing reliance on technology for communication and access to critical information, the existing ad-hoc system of providing computers and support to personnel nationwide became cumbersome, expensive, and limited the agility and productivity of the organization. Recognizing this, the agency looked to bring uniformity and consistency to its IT structure, and selected EDS to take on the management of the technology resources (laptops and computers), and management of the help desk. EDS provided a simplified IT infrastructure and a best-in-class help desk that helped the agency realize a 20 percent operational cost savings of $40.9 million over five years. The customer satisfaction level is close to 90 percent, above the service level standard of 85 percent.

To accelerate its response to local emergencies, The City of Anaheim needed to improve information-sharing among police, fire and public works departments. IT partner EDS delivered this and more with an unprecedented virtual emergency management solution. Anaheim's Enterprise Virtual Operations Center (EVOC) consolidates information from each department's information systems and connects data warehouses citywide through a portal interface that delivers a realistic three-dimensional presentation of the emergency scene. EVOC arms officials with a complete, fully integrated view of events as they happen. Authorized employees can access voice, video and data transmissions with automated workflows to guide them through standardized response strategies. This first-of-its-kind solution has been instrumental in helping city officials make smarter, faster decisions and save lives.
